The Houillères du Bassin du Nord et du Pas-de-Calais were nationalized coal-mining operations created by the French state in late 1944, absorbing what had been privately owned collieries — many of them under German administration throughout the Occupation. Bruay was one of the principal producing groups in the network. The "Cantine des P. G. A." designation refers to the canteen serving prisoners of German origin — *Prisonniers de Guerre Allemands* — who were retained as forced labor in the French mines after the war, a practice that continued into the late 1940s under Allied postwar labor reparations policy.
This scrip circulated exclusively within that closed economy, redeemable only at the designated canteen and worthless outside it — a deliberate restriction.
