Belgian Army notes of this type were issued for use by military personnel in the immediate postwar period, circulating within a controlled NAAFI-style canteen and pay system rather than the general economy. They were not legal tender for civilians and could not be exchanged at commercial banks, which kept them largely out of public hands — and largely out of collections today.
The 1946 series replaced an earlier wartime military issue, reflecting the reorganization of Belgian forces following demobilization. Attrition through casual discard rather than formal demonetization accounts for most losses.
