The Conseil Monétaire de la République du Congo had a brief and awkward existence — it was set up in 1960 following independence from Belgium to manage the transition away from the Congolese franc tied to the Belgian monetary system, before the Banque Nationale du Congo eventually absorbed its functions. This 100 Francs is Pick 1, the first catalogued note of the independent republic, which gives it a certain documentary weight regardless of grade.
Bradbury Wilkinson handled a significant volume of newly independent African states' currency work in this period, and the New Malden facility was well equipped for short-run sovereign issues. The watermark is the sole security feature — no security thread, no fluorescent inks — which reflects both the era and the urgency of establishing a circulating currency quickly.
