Xenophon Zolotas, whose signature appears on this note as governor, was one of the more unusual figures in modern Greek monetary history — an academic economist who served as governor of the Bank of Greece across three separate tenures between 1955 and 1967, and again in 1974, before twice serving as prime minister of a technocratic caretaker government in 1989–90. His name on a banknote is almost incidental given how often he cycled through positions of authority in Athens.
The Holargos printing works, opened in the 1970s, represented Greece's sustained effort to bring note production fully in-house. This 1978 issue was among the earlier pieces to come entirely from that facility with domestically credited engravers.
