This is not a United States federal issue. "State of Texas" dollars circulate within the Texas Bullion Depository framework established by HB 483 in 2015, which created a state-chartered precious metals depository and authorized gold-backed transactional instruments. The 2022 series represents the first practical implementation of that legislation — Texas being the only U.S. state to have moved this far toward a functioning parallel metals-based payment system.
The hologram security feature is notable given that these are not legal tender in the federal sense, but the state has treated counterfeiting deterrence seriously from the outset. Acceptance remains strictly voluntary and largely theoretical outside depository account holders.
