Tezuka Osamu died in 1989, and by 2008 his estate was actively licensing his image catalog for commemorative programs worldwide. Tuvalu's numismatic output has long been managed through the Perth Mint under licensing arrangements that allow the island nation — population under 12,000 — to issue collectibles bearing intellectual property it has no organic connection to. This coin exists entirely within that commercial framework.
Tezuka's "God of Manga" designation came posthumously from the Japanese media industry, not from any formal institution.
