Osamu Tezuka died in 1989, and by the mid-2000s his estate had become an active licensor of commemorative products globally. This coin was issued under Tuvalu's authority but produced through the Perth Mint's bullion and collector program, which regularly packaged sovereign legal tender with licensed intellectual property from Japan during this period. Tezuka's studio, Tezuka Productions, maintained tight control over image rights — any official issue required direct approval from the Tokyo office.
