Niue's 1988 large-format silver issues were among the earliest examples of the Pacific island nation monetizing its currency authority through collector-market licensing deals — a model that would eventually flood the numismatic market with celebrity and sports commemoratives throughout the 1990s. Franz Beckenbauer was at the time transitioning from his playing and coaching career toward the administrative role that would later see him lead Germany's successful bid for the 2006 World Cup.

Struck by the New Zealand Mint on behalf of Niue, the KM#21 issue had extremely limited practical distribution and was sold primarily through dealer channels rather than any postal or banking network on the island itself.
