Niue's large-format commemorative program of the late 1980s and early 1990s was a frankly commercial operation — the island territory issued coins primarily for the collector market, with New Zealand handling monetary policy and Niue contributing little beyond its name on the legal tender designation. The 1990 FIFA World Cup, held in Italy, generated an enormous wave of licensed merchandise and numismatic issues from dozens of issuers worldwide, most with no footballing connection whatsoever.
