The Platinum Eagle program launched in 1997 under the American Platinum Eagle Bullion Coin Act of 1996, making the United States one of the later major sovereign mints to enter the platinum bullion market — Canada's Maple Leaf had been running since 1988. The 1999 issue is the third year of the series, before the Mint introduced its rotating "Vistas of Liberty" reverse designs beginning in 2000, meaning this date carries the original reverse used across all four denominations of the inaugural design run.
