The Banco Nacional de S. Tomé e Príncipe was established in 1975 following independence from Portugal, initially serving as both the central bank and sole commercial bank on the islands — an arrangement common among newly independent African states of that period. The dobra had been introduced in 1977 to replace the escudo at par, and by 1989 the note series was already showing strain from the inflationary pressures that would eventually push São Tomé e Príncipe toward IMF structural adjustment in the early 1990s.
Thomas De La Rue's involvement brought consistent print quality to a series that might otherwise have been produced under more difficult procurement conditions for such a small issuing authority.
