Pick 65 was issued across an unusually long run with three different signature combinations, all pairing a rotating Bank Al-Maghrib governor against a fixed second signatory — Mohamed Es Sakat held that position through multiple administrations. The note's longevity in print meant it overlapped with significant monetary policy shifts in Morocco during the late 1980s and early 1990s, including IMF-driven structural adjustment programs that reshaped the dirham's exchange regime.
Oberthur's Rennes facility had a long relationship with Bank Al-Maghrib, and this series shows their characteristic tight intaglio registration. The security thread on this issue is an early embedded type, predating the windowed threads Oberthur introduced on later Moroccan issues.
