Andorra's gold bullion program occupies an unusual corner of the market: issued under the co-principality's authority — shared between the French Republic and the Bishop of Urgell, a constitutional arrangement dating to 1278 — yet not backed by a central bank in any conventional sense. The principality has no mint of its own; these coins were produced under contract, a standard arrangement for micro-states issuing bullion.
The diners denomination itself is largely ceremonial at this scale, pegged to no exchange mechanism and freely traded at spot.
