The Serbian puppet government under Milan Nedić issued these state vouchers as a parallel instrument alongside the occupation-era Serbian National Bank notes. The "state voucher" designation — državna uputnica — was a deliberate legal fiction, allowing the collaborationist administration to inject liquidity without formally expanding the bank's note circulation, a distinction that mattered to German occupation authorities managing the broader Reichskreditkasse framework across occupied Europe.
Belgrade printing under occupation conditions meant sporadic paper supply and inconsistent ink quality; impression sharpness varies noticeably across surviving examples of this series.
