The Yugoslav Red Cross issued coupon-style notes for internal fundraising and relief distribution rather than as general currency — these circulated within a tightly controlled welfare system, not through banking channels. The legal basis for such quasi-monetary instruments in interwar and postwar Yugoslavia was deliberately ambiguous, which is part of why they are frequently miscatalogued as emergency currency when they are not, strictly speaking, that.
