Vietnam issued this coin three years before the tournament itself — an unusually long lead time even for commemorative programs of the early 1990s. The country had no team in USA 94, having never qualified for a FIFA World Cup at that point, which makes the issue less a national celebration than a straightforward hard-currency earner aimed at the collector export market. The State Bank ran several such programs through this period as Vietnam navigated the post-Đổi Mới opening of its economy.
