Vietnam issued a small run of commemorative silver pieces in the mid-1980s explicitly for the hard-currency export market — the domestic economy was under the doi moi reform period and Vietnamese citizens had neither the means nor the legal framework to hold such coins. The Calgary series was one of several Olympic-themed issues produced through foreign minting arrangements, targeting European collector markets rather than any domestic circulation.
The two-year gap between issue date and the Calgary Games themselves was not unusual for this program.
