Vietnam's mid-1980s silver issues were produced almost entirely for the foreign collector market, not domestic circulation — this was a deliberate hard-currency strategy by the state at a time when the đổi mới economic reforms were still two years away and the country was hemorrhaging foreign exchange. The Socialist Republic contracted several European minting firms to produce these pieces, as domestic facilities lacked the capacity for proof-quality silver work.
KM#21 belongs to a short run of wildlife-themed issues from this period tied loosely to early conservation awareness programs, though the coins never circulated in Vietnam itself.
