The PLA Navy commemorative note of 2023 marks the 74th anniversary of the naval branch's founding — a deliberate choice, since round-number anniversaries in China typically generate coin issues, not paper. Notes of this type are issued through the People's Bank of China as legal tender but distributed through official subscription channels, meaning genuine open-market circulation is essentially nil from day one.

Paper rather than polymer is an unusual material choice given the PBC's recent commemorative output, most of which has trended toward polymer substrates since the 2015 panda series.
