Bochum's municipal administration — like dozens of other German cities — was forced into emergency currency production during the hyperinflation of 1923, when the Reichsbank could not print and distribute legal tender fast enough to keep pace with collapsing purchasing power. These Notgeld issues at the 100,000 Mark level were themselves quickly obsolete; within weeks of issue, denominations were climbing into the billions.
The watermarked paper is notable for a municipal issuer of this period — many comparable Notgeld was printed on whatever stock was available. Its presence here suggests the Magistrat was drawing on pre-existing commercial paper supply rather than improvising.
