Oberhausen's 100,000 Mark notgeld belongs to the inflationary spiral of early 1923, when municipal authorities across the Rhineland were forced to print emergency currency simply to pay wages before purchasing power evaporated by the following week. The Ruhr occupation — French and Belgian troops had moved in January 1923 to extract reparations in kind — directly accelerated the local collapse of the Reichsmark, making city-issued scrip an operational necessity rather than a stopgap.
The signatory, Lüngrerich, signed in a representative capacity ("i.V." — in Vertretung) for the Oberbürgermeister, which was routine but worth noting: it means the issuing authority was a deputized official, not the mayor himself.
