Euskirchen's municipal treasury issued this 100-million-Mark note at the absolute peak of the Weimar hyperinflation — by late 1923, denominations of this scale were routine municipal stopgaps, printed locally because the Reichsbank simply could not supply enough currency fast enough. Druckerei Flach was a local commercial printer, not a specialist security printer, which is exactly what you'd expect from a Notgeld issue of this period: practical, fast, and not built to last.
Jacob Esser signed as acting Bürgermeister — the "i.V." designation indicating he held the role in substitution, a small detail that occasionally helps date when specific officials were absent.
