Issued to mark the fifteenth anniversary of Poland's Constitutional Tribunal, established in 1986 under the late Polish People's Republic — an institution created by a communist government that would spend its early years reviewing legislation produced by the very system that built it. The Tribunal gained genuine authority only after 1989, when its rulings became binding without parliamentary override.
Mintage for this issue was 35,000 pieces.
