Issued during an acute political crisis: the coin was authorized and released while Poland was managing one of the largest refugee influxes in its postwar history, following Belarus's deliberate orchestration in 2021 of migrant crossings along the Polish border — a hybrid warfare tactic widely attributed to the Lukashenko government in retaliation for EU sanctions. Polish border forces and military were deployed under emergency legislation that also temporarily restricted press and NGO access to the exclusion zone.
