This coin belongs to China's prolific commemorative silver program of the early 1990s, a period when the People's Bank of China was aggressively expanding its bullion and collector series for foreign hard-currency revenue. The Yin and Yang issues from this run were produced primarily for export markets — Hong Kong dealers and Western collectors — rather than domestic circulation, which explains why the majority of surviving examples remain in near-pristine condition.
