The Kuan Yin silver series, running through much of the 1990s, was produced by the China Mint specifically for the international collector market rather than domestic circulation — a deliberate foreign exchange strategy that shaped mintage decisions and finish quality across every issue. The 1999 piece arrived in the final year of the series, which was subsequently discontinued.
