The Fukien-Kwangtung-Kiangsi Border Area Bank operated under Communist Party administration in the rugged interior where those three provinces converge — territory that had been a Red Army base area since the early 1930s and remained a contested guerrilla zone well into the late 1940s. By 1949, with the civil war turning decisively against the Nationalists, regional Communist banks were issuing notes faster than they could design and print new ones. Overprinting on existing stock was the practical solution.
The overprint on this note almost certainly reflects a revaluation or reauthorization rather than a simple reissue — a detail that distinguishes it from the base series, P#S3481.
