The Ningxia Hui Autonomous Region was established in October 1958, carved out of Gansu Province to provide administrative recognition for one of China's largest Muslim populations. The Hui — Han Chinese by ancestry but Muslim by faith and practice for roughly a millennium — had long resisted straightforward ethnic categorization under the PRC's nationality classification system. This coin marks the 60th anniversary of that establishment, part of China's consistent policy of issuing commemorative silver for regional autonomy milestones.

The .999 fine series for autonomous region anniversaries began gaining collector traction after the 2015 Xinjiang issue, with Ningxia commanding modest premiums in secondary markets due to lower initial distribution through provincial banking channels.
