The Bank of Pei Hai (北海銀行) was established in 1938 in the Shandong-Jiangsu border region under Communist Party administration — specifically the Binhai and Jiaodong base areas — as part of the broader effort to build parallel financial infrastructure in territory outside Nationalist control. Its notes circulated alongside, and often in competition with, both Nationalist fabi and Japanese military scrip, in a wartime economy where local acceptance depended entirely on the political and military situation on the ground.
The romanized text "Bo Xai Inxang; Cing Xo" reflects the Shandong dialect pronunciation rather than standard Mandarin — an unusual feature that points to genuinely local production and distribution priorities.
