The Bank of Pei Hai was established in 1938 under Communist Party control in the Shandong-Jiangsu border region, and by 1943 it had absorbed several smaller regional banks to become the dominant currency authority across the Bohai coastal guerrilla zones. These notes circulated in direct competition with both Japanese Military Yen and the puppet Wang Jingwei government's Federal Reserve Bank notes — acceptance was partly economic, partly enforced.
The year designation follows the Republic of China calendar: Year 32 equates to 1943. Pei Hai Bank notes from this period were printed under wartime conditions with limited materials, and paper quality varies considerably across surviving examples.
