The Bank of West Shantung was a Japanese puppet banking institution established in 1942 to serve the occupied territories of western Shandong province. Notes from this bank circulated alongside — and were designed to gradually displace — the older Chinese Nationalist and provincial currencies still moving through rural markets. The 31st year designation follows the Republic of China calendar, a deliberate choice that lent a veneer of continuity to what was in practice an occupation currency.
Printing quality across this series is inconsistent, a known characteristic attributed to wartime material shortages and the use of local facilities rather than established security printers.
