The All-China Federation of Returned Overseas Chinese was established in 1956 under direct Party supervision, tasked with maintaining political and economic ties with the Chinese diaspora — a community that had historically financed revolutionary activity going back to Sun Yat-sen's fundraising tours abroad. By 2016, the Federation's role had shifted considerably toward facilitating investment from overseas Chinese communities into mainland development projects.

This commemorative is part of a recurring PRC series marking institutional anniversaries, struck at 30g in .999 silver to a specification the China Mint has used consistently for this category since the 1990s.
