The Universal Postal Union's 22nd Congress was held in Beijing in 1999 — the first time the congress convened in Asia since its founding in Bern in 1874. China lobbied heavily for the hosting rights, and the Beijing congress ultimately admitted new member states and revised postal regulations that had stood largely unchanged since the 1960s. This coin was issued specifically to commemorate that occasion, one of several Chinese commemoratives tied to the event.
