By 1945, the Central Bank of China was printing currency in the United States because Japanese occupation had severed access to domestic printing infrastructure capable of meeting wartime volume. The American Bank Note Company had a long working relationship with Chinese issuing authorities dating back to the Republican period, and their intaglio work held up well against counterfeiting — a serious operational concern given Japanese production of fake Chinese currency as an economic warfare tactic throughout the conflict.

P#390 sits at the tail end of a hyperinflationary spiral that would render denominations of this size essentially worthless within two years of issue.
