The Shenyang Mint traces its origins to 1896, when the Qing government established it under the direction of Zhang Zuolin's eventual political territory in Manchuria — though at founding it operated under provincial authority before being absorbed into successive regimes across the Republican period, the Japanese occupation, and finally the People's Republic. That continuity through radically discontinuous governments is genuinely unusual in Chinese institutional history. Most facilities of its era did not survive intact past 1945.

The 2016 commemorative was issued precisely at the 120-year mark, a numerically significant interval in Chinese reckoning where 120 years spans two full sexagenary cycles.
