North Korea's commemorative coinage program has long functioned as a hard currency revenue stream, with pieces like this issued explicitly for sale to foreign collectors — never intended to circulate domestically. The Asia Money Fair series targeted the numismatic trade show circuit, where DPRK-authorized dealers offered these to Western and Asian buyers in exchange for the foreign exchange Pyongyang could not otherwise obtain under sanctions.
