Obverse description	Yellow-green guilloche underprint on yellowish paper with black letterpress text, enclosed within a thin ruled border with foliate corner ornaments. Denomination numerals '10' appear at left and right of the central field, flanking the issuing authority inscription and authorization text referencing the Ministry of Finance commissioner for Slovenia and Istria in Ljubljana, dated 6 October 1919. A handwritten serial number appears within the text block.

Reverse description	Dark green guilloche underprint on yellowish paper with black letterpress text, enclosed within a thin ruled border. Denomination numerals '10 vin.' appear at lower left and right flanking a central text block stating the municipality's redemption obligation through the city treasury, with the validity expiry date printed across the top margin and a counterfeit warning legend along the bottom. The Government Commissioner's printed signature 'Pfeifer s. r.' is placed in the lower central field.
