In the chaotic months following the dissolution of Austria-Hungary, municipalities across the newly proclaimed State of Slovenes, Croats and Serbs found themselves without adequate small change. Maribor — only recently contested between Austrian and Yugoslav claimants, with the final border settlement still unresolved — issued its own emergency fractional currency, the "vinar" being the Slovene equivalent of the heller. These notgeld-style pieces filled a genuine void; the new state had no functioning mint and no distribution network capable of reaching every provincial town.

The Pfeifer signature likely refers to a municipal treasurer or finance official of the period, though the name appears in no standardized list of Yugoslav banking authorities — appropriate, given that this note has no banking authority behind it at all.
