Obverse description The national coat of arms of Western Samoa occupies the central field, depicted in high relief against a mirror-polished proof background. The shield displays a stylised coconut palm above wavy lines representing the sea, with five five-pointed stars in the lower portion arranged in the pattern of the Southern Cross, all set upon a globe. The shield is flanked by two symmetrical olive branches forming a wreath, and surmounted by a Latin cross. A scroll beneath the arms bears the national motto in Samoan: FAAVAE I LE ATUA SAMOA. The country name SAMOA I SISIFO arcs along the upper periphery in large Latin lettering, with the denomination $10 displayed prominently at the base.

Reverse description Three early eighteenth-century Dutch sailing vessels are depicted underway upon stylised ocean waves, commemorating Jacob Roggeveen's fleet of exploration. The largest vessel, rendered in fine detail with billowing sails and elaborate hull ornamentation, dominates the right foreground, while two smaller ships are shown at distance to the left and left-centre. A decorative ribbon scroll in the lower portion of the field bears the legend THE FLEET OF ROGGEVEEN in raised Latin letters. The date 1992 is inscribed below the scroll near the lower rim, all set against a deeply mirrored proof field.

Jacob Roggeveen's 1722 Pacific expedition departed with three vessels under the auspices of the Dutch West India Company, despite that company having no legal charter for Pacific operations — a jurisdictional trespass that resulted in the fleet's ships being seized upon return to Batavia and Roggeveen himself being briefly prosecuted. He never commanded another voyage. Samoa encountered the fleet on that same journey, making it the first documented European contact with the islands.
