Jean-François de Galaup, comte de Lapérouse, led what France intended as its definitive answer to Cook's Pacific voyages — a lavishly equipped scientific expedition that departed Brest in 1785. He passed through Samoan waters in December 1787, losing twelve men including two officers to a violent confrontation at Tutuila that shook his confidence in Pacific relations. The expedition vanished entirely shortly after, with the wreck eventually found at Vanikoro in the Solomon Islands in 1827.

The 1994 issue belongs to a long series of Samoan commemoratives under Tanumafili II pairing regional exploration history with the silver proof market.
