Samoa issued a wave of commemorative silver coins throughout the 1990s under licensing arrangements common to small Pacific island nations — the coins were designed and marketed primarily for the collector trade, with little to no intention of domestic circulation. The 1998 FIFA World Cup in France attracted dozens of such issues from unrelated nations, making this one of scores of near-identical programs produced by private minting contractors on behalf of issuing authorities that had no sporting connection to the tournament.
