Obverse description The first coat of arms of the People's Republic of Bulgaria occupies the central field, featuring a rampant lion passant on a shield, flanked by two symmetrical wheat sheaves tied with a ribbon at the base. A five-pointed star surmounts the shield, and a ribbon scroll at the foot of the arms bears the date '9 IX 1944', commemorating the socialist revolution. The circular legend 'НАРОДНА РЕПУБЛИКА' arcs across the upper periphery, while 'БЪЛГАРИЯ' (Bulgaria) is inscribed along the lower arc, all within a beaded border.

Bulgaria's 1962 coinage reform replaced the postwar aluminum issues with a new nickel-brass series, timed to coincide with the consolidation of Todor Zhivkov's grip on power following his outmaneuvering of Yugov and the old Stalinist faction in the BCP. The coins were redesigned to reflect the 1961 revision of the state coat of arms — hence the "1st Coat of Arms" designation that distinguishes this type from later issues struck after subsequent heraldic revisions under the same socialist government.

The series was produced at the Soviet Monetny Dvor in Leningrad, a common arrangement for Warsaw Pact states lacking domestic minting capacity at the time.
