Somalia's coinage of this period was produced almost entirely for the international collector market rather than domestic circulation — the country had no functioning central government following the collapse of the Siad Barre regime in 1991, and what passed for monetary authority was fragmented among competing factions. KM#99 is one of several novelty issues attributed to Somalia around 2000 that were authorized by the Transitional National Government or its predecessors largely as a revenue mechanism, with little to no distribution within Somalia itself.
