Somalia's late-1990s and early-2000s novelty issues — animals, cars, the Pope — were produced not for Somali circulation but entirely for the international collector market, commissioned through foreign minting intermediaries while the country had no functioning central government. The Transitional National Government wouldn't even be established until August 2000, the same year this piece was struck.
