Somalia's 2000 animal series was issued during a period when the country had no functioning central government — the Transitional National Government wasn't even established until August of that year. The coins were almost certainly produced under contract by a private mint and licensed through whatever administrative authority could legally sign off on them, a murky arrangement common to several sub-Saharan issues of the late 1990s and early 2000s.
KM#101 is part of a broader run of Somali animal-themed pieces from this period that circulated essentially nowhere in Somalia itself.
