Somaliland declared independence from Somalia in 1991 but remains unrecognized by any UN member state, meaning its currency exists in a legal grey zone — accepted domestically but invisible to international banking systems. The Bank of Somaliland has nonetheless issued a consistent coinage series, partly as a practical necessity and partly as a deliberate assertion of administrative function. The bimetallic format was adopted for higher denominations to deter counterfeiting in a region where monetary infrastructure is thin.

The "Full leaves" designation distinguishes this die variety from struck examples showing incomplete or weak leaf detail — a known inconsistency across this issue.
