Somalia's post-1991 coinage exists in a legal and institutional vacuum. The central government collapsed with the fall of Siad Barre, and the Central Bank of Somalia had no functional authority over the territory by 2000 — yet coin production continued, contracted through foreign mints, largely for the collector and novelty market rather than genuine circulation. Most pieces from this period never reached Mogadishu.
