Somaliland declared independence from Somalia in 1991 following the collapse of the Siad Barre government, but has never received formal recognition from any United Nations member state. Its coinage is consequently issued outside the international monetary system entirely — legal tender domestically, but unrecognized abroad. The dragon series, aimed squarely at the collector market, was produced by a private mint on contract rather than through any sovereign minting authority.
The "full leaves" distinction separates this variety from issues where the foliage detail in the design is poorly rendered or partially absent due to die wear or hubbing inconsistency.
