Connecticut's 1791 emission came after the federal Constitution had already been ratified, making it one of the later state-issued paper currency series — and technically issued against the grain of Article I, Section 10, which prohibited states from emitting bills of credit. The legal ambiguity was never fully tested in court for notes of this type, and Connecticut quietly wound down its paper emissions shortly afterward.
Ralph Pomeroy served as state comptroller from 1789 to 1794. His signature on surviving examples is typically in ink, applied by hand at the time of issue.
