Chinese provincial food coupons of the Mao-era rationing system are among the most overlooked categories in Chinese ephemera collecting, yet they functioned as a parallel currency for over three decades. Inner Mongolia's grain bureau coupons were redeemable only within the region, a deliberate restriction that prevented population movement from undermining central allocation quotas — a bureaucratic control mechanism as much as a rationing tool.
The 1973 date places this squarely in the middle of the Cultural Revolution's later phase, when grain rationing administration had been transferred from pre-Cultural Revolution commercial structures to revolutionary committees overseeing bureau functions.
Regional coupons from this period were regularly invalidated at year's end, making survivors genuinely uncommon.
