This is to certify that XXXXXXXXXX is registered at the XXXXXXXXX Post Office as the holder of a 12-Year National Defence Certificate, issued in accordance with the terms of the Notification specified on the reverse, and subject to the Application of the Purchaser which shall be the basis of this Contract. The Government of India undertake to pay him, on presentation of this Certificate at the aforesaid Post Office on or after the XXXXXXXXX RS. 17'50 or at any earlier date after the expiry of twelve months the sum not exceeding Rs. 17'50 specified on the reverse of this Certificate as due on such date.

Issued in the immediate aftermath of the Sino-Indian War, the Twelve Year National Defence Certificates were a compulsory savings instrument rather than circulating currency — the government required certain categories of employees and taxpayers to purchase them as a form of forced war financing. The 10 Rupee denomination was the smallest in the series, targeting lower-income wage earners specifically.

Redemption was locked for twelve years, a term long enough that many holders simply lost track of their certificates. Unclaimed balances from this scheme were still being processed by the Finance Ministry well into the 1980s.
